Press Release: MAAIF Pays UGX 24 Billion in Compensation to Project Affected Persons of the National Oil Palm Project (NOPP)
The following is an excerpt of the Official Press Release as presented at the Uganda Media Centre by Hon. Fred Bwino Kyakulaga the Minister of State for Agriculture.
Kampala, December 5, 2025. Following a directive by H.E the President, Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) in collaboration with the Ministry of Lands, Housing and Urban Development (MoLHUD) undertook a verification exercise to identity and verify Project Affected Persons (PAPs) affected by the National Oil Palm Project (NOPP) in Buvuma and Sango Bay. Their land was valued using the Government Valuer, with the knowledge and cooperation of the affected persons. An amount of Uganda Shs 52 Billion worked out as required for compensation of the PAPS.
Out of the Uganda Shs 52bn required, MAAIF has received Uganda Shs 24bn, of which Uganda Shs14bn has been allocated to compensate PAPs in Buvuma while Uganda Shs10bn is to compensate PAPs in Sango Bay. This is part payment. Based on the Government valuers’ report, MAAIF has made full payments to 301 PAPs in the five villages of Bubembe, Bwaka, Buwanga, Mbekete and Ndayiga in Buvuma District. The ministry expects to pay a total of 1405 PAPs in 11 villages. Disclosure to the PAPs in Buvuma has been completed and payment will be done in a phased manner, lguided by H.E the President’s directives. In Sango Bay, disclosure by MoLHUD is still ongoing and once the report is submitted, payment will be effected. Government is committed to ensuring that all the funds required to complete the compensation exercise are released.
The Ministry appreciates the cooperation of stakeholders, local leaders and community members whose role in identifying the PAPs has been very crucial throughout the verification and compensation process. The Ministry remains committed to completing the exercise efficiently and responsibly.
