The DSIP defines the agriculture sector development agenda for the next 5 (five) Financial Years (FY) 2010/11 to 2014/15. The strategy is the culmination of a comprehensive sector review process grounded on a new National planning framework, the National Development Plan (NDP) and a draft National Agriculture Policy.
The development objectives of the DSIP are
- Rural incomes and livelihoods increased
- Household food and nutrition security improved.
The immediate objectives are;
- Factor productivity in crops, livestock and fisheries sustainably enhanced
- Markets for primary and secondary agricultural products within Uganda, the region and beyond developed and sustained
- Favourable legal, policy and institutional frameworks to facilitate private sector expansion and increased profitability along entire value chains developed and
- MAAIF and Agencies functioning as modern client oriented organizations within an innovative, accountable and supportive environment.
Investments under the strategy have been packaged under four program areas along the key areas of opportunity namely:
- Enhancing production and productivity
- Improving access to markets and value addition
- Creating an enabling environment and
- Institutional strengthening in the sector. It is continually stressed in the strategy that the primary role of the public sector will be to remove constraints that prevent the private sector from investing in the value chain.
The DSIP also defines the institutional framework and the various roles and responsibilities for identified implementing institutions. These fall under the categories of political leadership (cabinet, the parliamentary committee on agriculture and LG councils and committees); MAAIF as the lead implementing institution in the sector and with a proposed new structure configured to address the various program areas; The Districts that include the Higher and Lower Local Governments organs and technical departments, CSO, private sector players and farmers; last but not least is the Agriculture Sector Working Group composed of MAAIF and its Agencies, Development partners, CSO, Educational Institutions and Farmer Associations.
Two key components under program four on institutional strengthening specifically focus on improving the linkages between MAAIF Headquarters and its agencies, MAAIF and Local Governments as well as other sector Ministries, Departments and Agencies. It is however important to note that the DSIP only covers the “big picture”, detailed strategies and plans are considered necessary to guide daily implementation for each of the sub programs. Consequently these are to be prepared by the implementing agencies for specific planned activities for which they will be responsible.
